Abstract. The paper presents a study on development and evolution of Public Protection and Disaster Relief (PPDR) communication networks in the perspective of next 15-20 years. A need for modern, reliable and offering a wide range of services, yet harmonized, wireless communication systems for PPDR agencies is commonly recognized at both countries and European level and a number of activities in this area are currently carried out to propose new solutions in areas of technology and business. In this paper we discuss several technical aspects of migration PPDR networks towards broadband systems and describe the most likely upgrading scenario giving some cost estimation.
