Abstract. The rapid development of information and communication technologies (ICTs) impacts modern society and leads to emergence of Smart City conception. The societal structure in its turn influences the ICT projects. This paper considers evolution of teams, society, Smart Cities (SC), and Information Systems based on Patterns of Primary, Adaptable, Information, and Post-Information Society. The evolution is described in 16 levels according to the Simple Learning Motivations Hierarchy Model (SLMHM). The accordance of societal development stages and structure of the ICT projects is considered as a success factor. The described model can also be served as a framework to design and develop successful ICT solutions and define a strategy for SC development.
